I think it well that, in recommending

that the new duties thrown on the Treasurer as regards the exam-
ination of accounts and checking of departmental books are to be of a general nature only. If a minute and detailed
examination of all vouchers and a regular and constant
inspection of all departmental booke is to be made by the Treasurer, if, in other words, he is to conduct a preli- minary audit, it is evident that his Staff will have to be increased beyond the limit now suggested. This point it might perhaps be well to refer to the Secretary of the State so that the extent of the Treasurer's responsibility
may be definitely settlea.
