As matters now stand, it will be un-

necessary to transfer Mr. F. A. Silva fro... the Money Order

of June last as the

newpiert

Office to the Treasury as proposed in my minute of the 12th

erk about to be appointed by com-

petitive examination will be told off to look after the

Stationery.

I have spoken to the Postmaster General on

peint, and find that there is no objection to Mr. Silva

remaining where he is.

I think it well that, in recommending

decrease in the Staff previously suggested by me,

le

I

should clearly state that I ao se soly on the assumption

that the new duties thrown on the Treasurer as regards the exam-

ination of accounts and checking of departmental books are to be of a general nature only. If a minute and detailed

examination of all vouchers and a regular and constant

inspection of all departmental booke is to be made by the Treasurer, if, in other words, he is to conduct a preli- minary audit, it is evident that his Staff will have to be increased beyond the limit now suggested. This point it might perhaps be well to refer to the Secretary of the State so that the extent of the Treasurer's responsibility

may be definitely settlea.

I have &c,

(Signed) N. G. Mitchell-Innes.

Hon: W. M. Geodan,

Acting Colonial Secretary.

Treasurer.
